Badabulle’s Safe & Roll meets this need: its fabric pulls out to close off the opening, then rolls back to free up the space. It supports adult vigilance but does not replace it.

Can it be installed at the top of the stairs?
Yes, the instructions state that it is suitable for the top and bottom of stairs, with screw fixing. Use screws and wall plugs suited to your wall (wood, concrete, plaster or metal) and follow every step of the instructions.
How do I check that the gate is properly closed?
After each time you pass through, check that the fabric is taut and that the double lock is engaged. Stop using the gate if any part is damaged.
